Definitely holds, but leaves flakes.
I was initially impressed with this and how much it holds, but as soon as it dries, it leaves white flakes in your brows! Even when you don't use much. Not a good look.

The product is very good it holds brow hairs up for the longest. Best brow glue I’ve used. I have no brow hairs but this brow glue makes them look fuller and fluffy. I love it.
